i have seen people with more then 15 hours SAS and they dont have the ribbon.

 | Scopestyle | People did get ribbons in these times, though they are bugged.
( for example the airborne ribbon is an actuall ribbon to unlock, but there is no ingame option to unlock it yet until a next patch. )
Don''t be alarmed if you dont get a ribbon, when the game is updated you''ll get it im sure  |
